John Burnley
Partner

John was a founding partner in Burnley Wilson Fish, having previously been a Partner of a large Architectural practice and before that a Partner in a national practice of Chartered Quantity Surveyors.

He specialises in strategic construction procurement and implementation matters and is an occasional Lecturer.

Mike Evans
Partner

Background:-

Mike initially joined BWF in 1996 to undertake a years placement as part of his quantity surveying degree. Upon completing his degree in 1998, Mike re-joined BWF and quickly established himself within the Practice. Mike was made an associate to the Practice in 2014 and became a Partner in early 2020.

Mike is Partner in charge of the BWF Cheltenham office and works with numerous local clients in the Cheltenham area including the University of Gloucestershire and the National Star College.

Mike has also worked extensively across the UK undertaking projects for high profile clients including Frasers Property UK, British Land, Scarborough Development Group, Queen Mary University London, National Institute of Agricultural Botany, McArthurGlen Group and others which has provided Mike with extensive experience of working on both commercial , public sector, higher education, retail and research based projects.

Mike was born in Gloucester and has lived in the Cheltenham area for over 40 years.

Key Projects / Relevant Experience:-

Mike’s has led numerous construction projects for the University of Gloucestershire over the last fifteen years (totalling circa £75m in value) which includes the delivery of the Universities Oxstalls Campus in Gloucester.

Mike also acted for both West Yorkshire Police Authority and West Midlands Police Authority in the delivery of specialist facilities.

From a commercial perspective, Mike has recently acted a Project Manager and Quantity Surveyor for Henry Boot Developments for the completion of the new build 100,000 sqft Atkins Head Office in Epsom. Mike also acted as PM and QS on the new Admiral Insurance Office Building in Newport (80,000 sqft) for Scarborough Development Group

Mike has also recently led the BWF team in delivering a new HQ facility and specialist research buildings (circa £40m) for the National Institute of Agricultural Botany in Cambridge.

Paul Hesson
Partner

Paul leads various projects specialising in cost consultancy and employer’s agent / contract administration services.

Background:-

Paul is the Partner in charge leading our Leeds office and has over 35 years’ experience in the construction industry. He joined BWF in 1997 and has been involved with the successful delivery of complex and challenging projects across the UK.

As a Partner at BWF he maintains close contact with each project throughout its lifespan and delights in the development and construction process and seeing completed projects enjoyed by end users.

A key role he enjoys is ensuring that clients are satisfied with our services and through this, receiving repeat business. Another important role he enjoys is mentoring colleagues and assisting team members during their progression to MRICS status.

In addition to delivering quantity surveying, Employer’s Agent and project management services he has been involved in the successful procurement of project related grants from funding bodies including regional development agencies, the Football Foundation and the European Regional Development Fund and he has acted as a grant assessor and project monitor for funding institutions.

Key Projects / Relevant Experience:-

His experience spans commercial, retail, industrial, leisure, infrastructure, ecclesiastic and residential sectors, the latter including student residential, city centre apartment and private and public sector housing schemes on projects ranging in value from £50,000 to £130M. He has worked on new build, refurbishment and redevelopment projects including projects involving listed historic buildings.

Paul has worked with and continues to maintain key relationships with clients such as Scarborough Development Group, UBS Triton Property Fund, Rushbond Developments and Harworth Estates amongst others.

Paul and his team are currently working on major commercial, residential, industrial and leisure projects in the Yorkshire region, Lincolnshire and the Northwest.

Rory Lintott
Partner

Background

Rory joined Burnley Wilson Fish in 2007 having graduated from the University of Newcastle. He quickly impressed both internal management and clients through hard work, attention to detail and a strong skillset for cost consultancy which has led to him recently being made a partner.

Rory continues to work with high profile blue chip clients such as Aberdeen Standard Investments, the Crown Estate, Frasers Property UK and private individuals/companies which has provided him with extensive experience of working on various types of projects including prime residential, office and hospitality.

John Root

Background

John joined Burnley Wilson Fish in 1981 and joined the Partnership in 2004.

Specialising in strategic project management, coupled with procurement and cost advice on commercial projects of all types and sizes to provide a comprehensive service during the feasibility and pre-contract stages of projects.

John has extensive experience in the residential, office, retail, leisure and hotel sectors with a long and successful track record of projects across the United Kingdom, working with a wide variety of Clients including private and corporate developers, blue chip funds and public sector organisations.

Paul Wladarz

Paul has vast experience in both project management and cost consultancy services for blue chip clients across a range of sectors including commercial, residential and retail.

Background:-

Paul joined Burnley Wilson Fish in 1982 and became a Partner in 1988. Since becoming a Partner he has assumed overall responsibility for Quantity Surveying, Project Management, Fund Monitoring, Employers Agent and Employers Representative Services on numerous major Projects across the UK.

Key Projects / Relevant Experience:-

Paul is currently working on British Land’s Broadgate redevelopment commercial projects as the Employer’s Representative. This involves managing a full compliance design team on these very large complex schemes.

Paul’s extensive experience as both a cost consultant and project manager, in addition to having undertaken many roles as an Employer’s agent within the central London office market has made him an integral member of the British Land Broadgate team.

Paul has also maintained key client relationships with high profile clients such as AEW UK , Henderson Global and Hermes delivering multiple schemes across a range of sectors and locations across the country.

Lloyd Woolnough
Partner

Lloyd leads various projects specialising in both project management and cost consultancy services on large scale projects.

Background:-

Lloyd started his construction industry career in 1984 and has worked in private practice since 1992. Lloyd qualified in 1993 and joined Burnley Wilson Fish in 1995, becoming a Partner in 2004.

Based in the BWF London office Lloyd works with clients both in and outside of London and specialises in residential, commercial and higher education projects.

Lloyd has led on significant projects for many high profile clients such as Frasers Property UK, Scarborough Development Group, Queen Mary University London, Winchester University, Bath University, Aberdeen Standard and many others. This has provided Lloyd with extensive experience working on large commercial , residential, higher education and retail based projects.

Key Projects / Relevant Experience:-

Over the last seventeen years Lloyd has played a major role on numerous construction projects for Frasers Property UK which includes the delivery of a 36 storey residential and commercial building on a restricted site in Vauxhall and multiple phases of their 10 acre high quality residential scheme at Riverside Quarter on the banks of the Thames and Wandle Rivers.

Lloyd managed a complex tower block asbestos removal and demolition project in the heart of the Queen Mary University London campus and the construction of their new Student Union Centre.

From a commercial perspective, Lloyd is providing Employer’s Agent and Quantity Surveyor services for Frasers Property United Kingdom on their new build 250,000 sq.ft new office development in London.

Lloyd has also recently led the BWF team in delivering an extended and fully refurbished 62,000 sqft Office building in Reading.
